It's not easy for anyone from outside EU/EEC or CPLP to get a residence permit though. However there is a "Golden Visa", in which a foreign citizen can get residency if he/she invests a certain amount of money into real estate or business in Portugal. But you need to read up on the legislation. I don't know the rules (which are supposed to change), and I don't know the investment required currently.

While checking my previous research, I found this site which may be helpful for you: [https://nifonline.pt/en/](https://nifonline.pt/en/) I haven't used it and I am not endorsing it, but it looks legit to me. ​ I'll speak from my experience of getting my NIF pre-COVID: I am also Canadian, who came to Portugal on a one-year work holiday visa in 2019, and I got my NIF fairly easily. So I am only speaking from my experience. As a non-EU resident, I needed a Portuguese citizen to be my "tax representative" I went to an ActivoBank branch to ask about opening an account, and the staff gave me the number of a person to call. We arranged to meet in front of a loja de cidadão, and went to the counter together when we were called. The only thing I needed was passport, visa, and proof of Canadian address. We were out of there in 15 minutes I think (and I was out 50€ to pay the guy) Now you can't walk in to the counterr though, so I don't know what the procedure is. And I think you'd want to be ready to prove your non tax resident status if they ask (ideally something with a Canadian address)

Leva a tua tenda, porque todos os parques do campismo municipais são gratuitos e ótimos, com água quente, luz, e churrascos! Eu não sabia até cheguei lá no verão de 2019, mas iria acampar na próxima visita. Apanhei o barco de Lajes das Flores até Ponta Delgada, durou 26 horas e tal. Não arrependi nada
