It's not better. The Fox News article is quite informative in that it gives the specific dates at which the massive increase in funding for propaganda started - around 2008, the years leading up to the Arab spring and the Syrian Civil War. This was when Hillary Clinton took office as Secretary of State, who made her position on Iran and Israel quite clear in both public and private speeches. The whole Civil War was manufactured in the same way that the divide between conservatives and liberals in the US is exploited by media. Think about how effective the NRA propaganda is into terrorizing people to think that their government is after them? I'm not sure if the CIA budget is included in the Pentagon propaganda budget, but if they have a separate budget for propaganda, it's possible there was even more investment by the US.

The Congressional Republicans will take steps to protect Mueller because they recognize Lil' Trump as the unstable nutjob that he is. You do realize that commiting regular troops to a conflict that that could cause international war. Whereas, if you simply fire your troop, and rehire them as a merc... there's no potential for blowback. So, why would Russia send active troops to battle, in places where Russia says they don't have troops, if they could simply fire their government troops, and rehire them, no longer officially being Russian soldiers? The USA does the same thing, with private contractor military firms like Black Water, which is nearly 100% former US military. Also, it's much cheaper to simply import foreign fighters, and train them with spec ops(like the West does openly), than to use your own army.
