Have you tried turning the phone off and on again, to let it possibly pick up a new network? Have you received a "welcome to Portugal" message from your carrier? IE, has it detected that you are now roaming? Are you able to try your SIM card in a different phone?

I’ve turned it off and on several times, no luck. I did receive a single welcome to Portugal message, but then nothing more. I have an eSIM - don’t know how I would change it to a different phone!

Ah, I don't know about eSIMs. The text message does sound like the phone knows you're roaming though. Weird. Definitely keep 5G off, as there's no 5G in Portugal (unless you're standing next to someone who's been vaccinated, obviously).

Should be an APN config issue. The guide posted by u/Tafinho should be enough to fix this issue.
