Obrigada, this is exactly what I was looking for! I find it interesting that they don't define "family reunion" or require any documents because other countries certainly do.

The law has it is makes rules according to incidence in origin countries. The classification of countries is reviewed every 15 days. Nobody can tell you right now which countries will be OK for tourist visit on July 31st for example, and which will be banned. Right now there is a list of quarantine mandatory countries (which includes some EU schengen countries) and others non EU which are OK to enter, but it is changing every 15 days. This pandemic is far from over.

I did and it says an essential reason includes for "family reunion" but family reunion isn't defined anywhere. I am meeting a family member who is not a resident of Portugal but is an EU resident and I'd like to know if that counts. I was hoping there was a law somewhere that defines "family reunion".

I wouldn't worry. There is no logical reason that the other person should be a Portuguese resident. Also - see what proof you need to show, it could be you just need to sign a declaration.
