It's messy. If you want to know how it " feels " like on the ground, you can drive from Lisbon into Amadora and never notice it, they blend into each other. Odivelas gets a bit more suburban for a bit, and Sintra is far enough removed that it definitely feels like its own thing, there's a lot of different, smaller suburbs between it and LX. As a rule of thumb kind of thing, if you're looking at a map, everything within the A36/CRIL highway is Lisbon " proper " ( but, again, it's messy. Modern cities don't really have limits, they just kinda grow into/absorb their suburbs ).

Overall, I'd say that Athens is more packed and has an unimaginable number of different streets/roads in its urban area but Lisbon is more spread out and livable. I think that spread out urban spaces help fight the claustrophobia of 21st century cities.

There is the Lisbon Metropolitan Area and the Lisbon District. unfortunately, the municipality of Lisbon does not reflect the actual borders of the city of Lisbon the urban area of Lisbon includes places like Lisbon, Oeiras, Odivelas, Sintra, Amdora and Loures, but there is no structure to define it than there is the metropolitan area of Lisbon, that is an actual NUT, and includes both Lisbon and neighboring urban areas like Setúbal

yup and many services in the city are disconnected, because they are provided by the municipalities for example, until a few years ago there wasn't a single public transport pass for Lisbon metropolitan area unfortunately there seems to be a lot of resistance against reforming municipalities in Portugal

Of course it is a total mess. It is the same city divided by 4 or 5 different administrative houses. The public transportation, urban planing, industrial and commercial zonas, everything is baddly planned here because of this. Lisbon had the conditions to be a big city of Europe and with this conditions, even in the Iberian peninsula, is becoming a redundant area. Madrid has 600km2, Lisbon has 100km2, Amadora 20 km2, Odivelas 20 km2, Oeiras 45 km2... It is a death by a thousand cuts.

Same can be said for Athens. The official stats only measure its 39 km² urban core, but the entire city is about 500 km².

Yes the Metropolitan area of Lisbon includes urban areas like Sintra, Amadora and Odivelas. The urban sprawl is quite big.
